One month until deadline on millions of dollars to build New Windsor Park, project yet to break ground

LAS VEGAS (FOX5) — FOX5 continues to follow the journey of the Windsor Park community in North Las Vegas where homes are slowly sinking after being built on faulty ground.

There are 93 families who remain and have been promised brand new homes to be built nearby but a key funding deadline is just one month away.

The New Windsor Park community of 93 homes, is set to be built at Carey Avenue and West Avenue on about 18 acres of land, but the developer does not have the necessary permits to break ground as of Tuesday, as that deadline on millions of dollars is fast approaching.

“The $12 million general fund is set to expire on September 19th of 2025. That’s pretty serious,” shared senator Dina Neal in an interview with FOX5 in June.

Neal, who represents the area, has long been advocating for the community. She proposed a bill that would have pushed back deadlines on funding allocated to build the new Windsor Park, but earlier this summer lawmakers failed to pass it.

The 93 families who remain in Windsor Park have been promised $37 million in government for new homes continue to wait for them.

“They are telling us that they are going to break ground. We are going to get a new house, but they are just dragging their feet,” a resident who didn’t want to be identified shared with FOX5.

Over the past several weeks, FOX5 has been asking Senator Neal, the developer Frank Hawkins, and the city of North Las Vegas for updates. The city tells us they are meeting with the developer weekly to help move the project forward.

The city clarified in order to issue a permit to break ground, the developer must still submit a Civil Improvement Plan outlining the engineering aspects of the development project, including grading, drainage, utilities, and other infrastructure.

The developer has not responded to multiple requests for an interview with FOX5 on the progress of the new community.

Tuesday, FOX5 asked Senator Neal about the funding deadline in exactly one month. Neal responded: “The developer and city of North Las Vegas are working to push to make sure we meet the deadline.”

A year ago, Governor Joe Lombardo proposed changing funding sources for Windsor Park to help push back a deadline on some of the money. His proposal was not successful. FOX5 has reached out to the governor’s office about the upcoming funding deadline. They did get back to us saying they are looking into it, but we are awaiting an official response.
