LAS VEGAS (FOX5) — A new attainable housing community is moving forward in West Henderson after the city and its partners completed a federal land transfer in two and a half years.

Mayor Michelle Romero said a transfer like this typically takes five to eight years.

The city said more than 18 acres were sold to Ovation Development Corporation for the development, called Casara at West Henderson. The site is near Las Vegas Boulevard and Larson Lane.

Land sale details

Ryan Chatterton, Southern Nevada district manager for the Bureau of Land Management, said approximately 18.59 acres of public land with an appraised fair market value of $13.65 million were sold for about $100 an acre.

Chatterton said Section 7B of the Southern Nevada Public Land Management Act allows the Bureau of Land Management to make public lands available to local governments at less than fair market value, specifically for affordable housing.

“At the end of the day, the greatest value of this land isn’t measured in dollars or acres,” Chatterton said. “It’s measured in the opportunities it will provide for the families who will one day call this place home.”

Project details

The $113 million project will include about 390 apartments with one, two, and three bedrooms. Utilities will be included in the rent.

Jess Molasky, principal and chief operating officer of Ovation, said all of the homes will be for households at or below 60% of the area median income, and 42 homes will be reserved for households at 50%.

The community will include a pool, courtyards, a fitness center, a play area, a dog park, a food pantry and on-site resident services.

“This is workforce housing,” Molasky said. “It’s for the people who give their lives to the city, the people who staff our hotels, our hospitals, our stores, and our schools. The people who show up every single day to keep the city running. They deserve to live in the community they serve.”

He said it is Ovation’s first affordable community with no age restriction.

Partners and timeline

Romero said the project was presented to the Henderson City Council for the first time in November 2023. She said city staff worked with the Bureau of Land Management, the U.S. Department of Housing and Urban Development, the Nevada Housing Division and the Clark County Community Housing Fund to speed up the planning, transfer and development process.

Romero said the city acquired the property at a nominal cost through the Southern Nevada Public Land Management Act.

“When we work together, we create tangible and meaningful changes quickly in our community,” Romero said.

Construction is expected to start soon, with completion estimated in 18 to 24 months.
