LAS VEGAS, Nev. (FOX5) – Millions of dollars to build an entirely new community to replace a neighborhood of failing homes in North Las Vegas came with a deadline. The effort to push back that deadline failed to be approved by state lawmakers Monday night. Now the residents of Windsor Park are once again left in limbo.

“The 12 million general fund is set to expire on September 19th of 2025. That’s pretty serious,” explained State Senator Dina Neal, who represents Windsor Park. Altogether, state lawmakers approved $37 million last legislative session to build a new Windsor Park community. This session, Neal wanted to push back deadlines on that money as the project has yet to break ground.

The historically black North Las Vegas neighborhood has been slowly sinking for decades after groundwater was sucked out from underneath it leaving homes, foundations, and even the streets with large cracks. The Windsor Park Environmental Justice Act, Senate Bill 393, would have allowed more time to build 90-plus new homes on new land nearby. Neal says that though the bill passed both houses, time ran out before a final vote.

“There started to be a debate on a senate resolution and 20 minutes of time was eaten up where it would have taken 60 seconds to concur,” Neal revealed. Now the future of dozens of families is uncertain.

“You can’t build a house and then it’s missing the door, right? So, you have to have the money to complete it,” Neal argued. Though the bill failing is a major blow, Neal says the fight that’s already spanned decades is far from over.

“We cannot leave these families in the state of suspension and not complete the act of justice for these families,” Neal contended.

What happens now? Neal says unless the governor calls a special session, she will have to wait until 2027 to bring another bill to remedy the problem, but as many residents are seniors, she fears it will be too late for them. Neal estimates 50% of Windsor Park residents have been there since the beginning and bought their homes in the 1960s.
