LAS VEGAS (FOX5) — A recently indicted Henderson councilwoman deleted private recordings she took of another councilwoman’s conversation, according to a Henderson police incident report.
In January, councilwoman Dr. Monica Larson filed a police report alleging councilwoman Carrie Cox had illegally recorded her private conversation at a party. Video surveillance was provided to officers, which showed Cox hiding behind a black curtain and using her phone.
According to an indictment handed down last week, Larson was speaking with two real estate professionals in private at a party. Larson would tell police that Cox emerged from behind the black curtain, saying “I’m recording you. I heard your whole conversation… You’re a liar.”
The two professionals would later tell police that the recording was nonconsensual and the resulting conflict was “embarrassing.”
A digital warrant obtained by investigators showed that Cox did record a conversation during the party, which she later attempted to delete. Audio suggested that the conversation was about an incident that occurred during Cox’s campaign. Cox alleged that her election signs had been tampered with during her recent campaign, something Larson mentioned during the conversation.
During an interview with investigators, Cox denied recording the conversation but acknowledged that she was aware of the report.
On Nov. 5, a Clark County grand jury indicted Cox on charges of monitoring a private conversation.
She is due back in court on Nov. 20.
FOX5 reached out to the City of Henderson, Mayor Michelle Romero, and Carrie Cox’s attorney. All have released statements that could be read below:
Having reviewed the Las Vegas Metropolitan Police Department (LVMPD) officers’ report that resulted in the indictment of Ms. Cox, I am outraged by her behavior in violation of the law, as well as the public trust she has sworn to uphold. The evidence uncovered in the 10-month investigation into her actions shows a repeated lack of integrity and character by Ms. Cox and her associates. The lengths to which she went to maliciously malign her colleagues leaves me disgusted. Henderson residents deserve better than this. These are not the ethics to which elected officials are sworn to uphold. I want to thank the men and women of the LVMPD for their tireless work on this case.
The City of Henderson takes allegations of illegal or unethical conduct by anyone, including elected officials and employees, with the utmost seriousness.
We will conduct a thorough review of the facts surrounding this case to determine the implications of these findings and are poised to take the steps necessary to modify operational processes to responsibly protect the City’s interests.

The beauty of our criminal justice system is that all those accused within it are presumed innocent and afforded the opportunity to defend themselves through the court process. This Indictment is very new. There is much more that will come to light throughout this process and Mrs. Cox very much looks forward to addressing these allegations through the appropriate channels in Court. My client has a long history as a contributing and dedicated citizen of her community, has absolutely zero criminal history, and is confident those things will remain true and she will be exonerated when all is said and done.
