LAS VEGAS (FOX5) — A Las Vegas man is facing child abuse and neglect charges after a February crash injured four children who were not wearing seatbelts, according to an arrest report.

Jeremy Dean Harbour, 34, of North Las Vegas, was arrested last month after a crash on Nellis Boulevard and Carey Avenue.

The Las Vegas Metropolitan Police Department initially responded to the scene on Feb. 21 around 1:20 p.m. and located multiple injured passengers. According to the arrest report, the crash occurred when Harbour’s Mercedes-Benz turned left into the intersection and crashed into a Honda Pilot that was driving straight.

Investigators were able to review footage of the crash from the body-worn camera of an officer who was stopped at the intersection beforehand.

All occupants of both vehicles were taken to UMC Trauma for various injuries.

Of those occupants, police say four juvenile passengers were in Harbour’s vehicle at the time of the crash. One juvenile, age 11, sustained critical injuries, including a brain bleed, facial fractures, brain contusion, forehead laceration, and a right forearm fracture. A second juvenile, age 15, sustained a left hip dislocation and fracture. Two other juvenile passengers, ages 7 and 13, sustained minor to no injuries.

During the execution of the search warrant on Harbour’s Mercedes-Benz, investigators determined that the left and right rear seat belts were retracted and locked from the collision, indicating the belts were not in use at the time of impact. A review of body-worn camera footage confirmed that all five occupants of the Mercedes-Benz, including Harbour and all four juvenile passengers, were unrestrained.

Harbour was booked in absentia pending his release from UMC Trauma. He is due back in court on April 22.
