New Windsor Park taking shape, construction underway in North Las Vegas

LAS VEGAS (FOX5) — Construction is underway on a new community in North Las Vegas designed to replace Windsor Park, where shifting ground has damaged homes for decades.

The new Windsor Park will include 93 homes being built near Carey Avenue and West Street. The project aims to relocate families from the original community, which was built for Black families in the 1960s but sits on unstable ground that continues to cause structural damage.

The original Windsor Park community suffers from shifting walls, cracked foundations and failing homes.

State Senator Dina Neal secured $25 million in funding for the project during the 2023 legislative session. Neal said the project represents a generational change for the affected families.

“We’re changing the generational conditions of 93 families, and also their children and their grandchildren… one of the most powerful stories that I think, as Las Vegans, we can ever tell,” Neal said.

Construction began in late September, with streets currently being cut out at the site. Almost all 93 families have selected their lot and home design.

Neal said the first homes should be framed in January, with the developer promising the community will be ready for occupancy by Christmas 2025. Neil believes they will meet that deadline.

The project still needs about $26 million in additional funding to complete construction. Neal said they will find the necessary resources as they have before.

“We believe that we’re going to get the additional money to finish it,” Neal said. “People didn’t believe that we could make it this far. We operated off of hope and with a fight. And so, that hope is still here and the fight is still here to finish this project. I’m not leaving these families.”

The City of North Las Vegas has not yet issued a permit to build the new homes. Neal said they are in the final phase of review with the city for their infrastructure plans and will apply for the building permit next.
