Henderson council member censured, accused of recording colleague

LAS VEGAS (FOX5) — The Henderson City Council has censured Councilwoman Carrie Cox, who was accused of secretly recording a conversation involving a colleague in January.

Cox was indicted by a grand jury earlier in Nov. on a single count of using a mechanical device, electronic or other listening device to monitor private conversations. She is accused of recording a private conversation of fellow City Council member Monica Larsen, which is a felony.

Additional misconduct allegations

According to a 74-page document filed ahead of the special meeting, Cox is also accused of other misconduct, including recording encounters with various people on her iPhone and intervening in an internal affairs investigation with Henderson Police.

The censure is a formal statement of disapproval. While it would not remove Cox from the City Council, she would no longer be allowed to serve on any boards or commissions as a city representative. She would also have to limit her conversations with colleagues to the city manager, city attorney, or city clerk. One of them will also facilitate her communications during meetings and briefings.

The city will also refer the allegations against Cox to the Nevada Commission on Ethics for possible action. It will also review codes, policies, and procedures to see if they need to be changed in light of this incident. The city will also determine if council members and staff need additional ethics training.

If convicted, Cox could face up to four years in prison and a maximum $5,000 fine.
