HONOLULU (FOX5) — A Las Vegas man has been indicted on federal charges accusing him of blackmailing a 13-year-old girl in Hawaii into creating and sending a sexually explicit video, federal prosecutors said.
Al Justin Carter, 24, was indicted Oct. 15 on a charge of coercion and enticement of a minor, according to U.S. Attorney Ken Sorenson. Carter had been arrested Oct. 14 following a criminal complaint and is scheduled to appear for a detention hearing Oct. 20.
According to court records and an unsealed criminal complaint, Carter persuaded and coerced the victim on Dec. 16, 2024, to record a sexually explicit video of herself and send it to him over the internet. Prosecutors allege Carter threatened to publicly release other sexually explicit videos he already possessed of the minor if she refused to comply.

If convicted, Carter faces up to life in prison, a $250,000 fine, and supervised release. Sentences in federal court are determined by a U.S. district judge using statutory factors and advisory sentencing guidelines.
Officials state the charges contained in the indictment and complaint are accusations, and Carter is presumed innocent unless proven guilty in court.
The FBI is investigating the case.
The prosecution is part of Project Safe Childhood, a nationwide Department of Justice initiative launched in May 2006 aimed at combating child sexual exploitation and online abuse.
