RENO, Nev. (KOLO) – For the second time in one week, Republican Congressional Candidate for District 2 David Flippo is the subject of an investigation; this time called for by a group dedicated to laws protecting voters and enforcing campaign transparency.
“Campaign Legal Center” has been around for approximately 24 years. It keeps an eye on those candidates running for congress who have not filed a financial disclosure report. This year, their research shows 66 house candidates, both Republican and Democrat, have not filed a financial disclosure report for 2026.
David Flippo is specifically mentioned in their complaint to the U.S. House Of Representative Ethics Committee.
It was filed on September 11, 2026. The group says David Flippo has personally loaned his campaign a significant amount of money—$1.6 million.
Yet, Campaign Legal Center says Flippo “failed to file disclosure reports to support these claims.”
“Voters should be alarmed with any candidates from any party seeming to hide information that is necessary for the voter to know who they are electing,” Kedric Payne, with Campaign Legal Center said. “And the public deserves enforcement bodies that will hold those officials accountable. And those candidates as well.”
The group lists 65 other congressional candidates who have not filed financial disclosure reports as required by law.
The deadlines are hard and fast, and even filing for an extension is a month overdue. And no extensions are awarded after that.
As elections draw closer, Payne says this is vital information for voters and is available on the office of the clerk for the House of Representatives website.
“The public has the right to this information. The original deadline is in May. May 15th,” Payne said. “But the law anticipates that maybe there is a reason you cannot file by then. But they only give a 90-day extension and there are no exceptions to that extension. And that’s because the public has a right to this information, especially if it’s before an election.”
Payne says congressional candidates file their information electronically, and the information appears in nearly real-time.
He says the information Campaign Legal Center submitted will be examined by the ethics committee. It can lead to prosecution for not filing the report. If elected, the information comes to light, says Payne, and provides a reason why the candidate wasn’t forthcoming with the voters.
This is the second complaint filed against candidate Flippo in one week.
The first came from Northern Nevada voter Susan Fisher, who has asked the Department of Justice Public Integrity Section to investigate Flippo for not filing a financial disclosure report.
She says Northern Nevadans need to be aware of what’s going on before casting a ballot. “Nevadans have a right to know,” Fisher said last week.
“The voters have a right to know that he is flouting the law.”
KOLO 8 News Now contacted the Flippo Campaign about this most recent complaint filed n September 11, 2026.
Rory McShane called the Campaign Legal Center a radical left wing group, anti-Trump and whose goal is to defeat the SAVE Act.
Payne says his group is nonpartisan. Of those included in their complaint; 35 are Democrat, 21 are Republican, and the remaining candidates are from various parties.
We asked the Flippo Campaign for a copy of the extension they filed for the financial disclosure report.
We have yet to receive the paperwork.
