LAS VEGAS, Nev. (FOX5) – Will plans to build new homes to replace a slowly sinking neighborhood in North Las Vegas finally move forward?

Wednesday, the North Las Vegas Planning Commission will decide the future of Windsor Park and the plan to build new homes on this vacant land not far from the original neighborhood.

After decades of residents waiting for someone to take action, the developer need to get the job done on a tight deadline.

It will be called “New Windsor Park” and located at Carey Avenue and West Street in North Las Vegas on about 18 acres of land. The developer wants to build 93 single story homes and “take currently vacant, overgrown, and abandoned parcels and create a vibrant functioning community.”

The developer is asking the city to rezone the land to build the homes, expedite the approval process and that all development, entitlement and construction fees be waived including permits, inspections and utilities as “the continuing deterioration of the existing homes within the original Windsor Park community presents a clear and present danger.”

Built in the 60s, the historically Black neighborhood has been shifting. The walls and ceilings in the homes and even the streets are cracking after groundwater was sucked out decades ago.

Barbara Carter has been there since the beginning, nearly six decades.

“I’m going to have a stable home now on stable land and I feel like it probably can be passed on to my children,” Carter told FOX5 during an interview in her home back in 2023.

Two years ago, state lawmakers approved $37 million to build new homes nearby but this month lawmakers failed to push back deadlines on that money.

The development has yet to break down still needing city approval.

FOX5 has reached out to the developer and former Raiders player Frank Hawkins who has not responded to multiple requests for an interview about the master plan.

Carter says she is now hopeful after so many decades of waiting construction of her new home will soon begin.

“In my lifetime, I would like to see this accomplished,” Carter shared.

The North Las Vegas Planning Commission meeting is Wednesday at 5:30 p.m. at North Las Vegas City Hall.

If the project is approved and residents are moved out and into new homes, their existing homes will be torn down and the land turned into a park.

The Department of Aviation is also weighing in on the new neighborhood near the North Las Vegas Airport. It says the proposed development will have “significant aircraft noise” as airport traffic is expected to increase significantly in the years to come.
