LAS VEGAS (FOX5) — A man is facing business-related charges connected to a Las Vegas party where police say another man accidentally drowned.

Lazaro Cesar, 27, who police arrested the same day as the party, faces misdemeanor charges of operating as a professional promoter and engaging in business without a permit or license. The charges are related to a June 18 party in the 2600 block of East Palma Vista Avenue in east Las Vegas, where a man was later found dead in a pool.

Around 12:30 p.m. on June 18, police responded to the home and found a man dead in a swimming pool. The Clark County Coroner later identified him as Tayshaun Todd, 20.

Todd’s mother said police had broken up the party due to noise complaints. However, she noted that Todd’s friends never saw him leave.

She said Todd was not a partygoer and that the party was only his second.

“All he did was work, play ball, and come home,” said Christina Dunn, Todd’s mother. “That’s it.”

Cesar was released on his own recognizance after an initial court appearance on June 18. He is due to appear in court again Aug. 20.
