LAS VEGAS (FOX5) — Scott Black says he was born and raised in Southern Nevada and has lived in North Las Vegas since moving there with his family in 1980. He has served on the North Las Vegas City Council for nine years and is running for mayor.

Message to voters: keep the city “on course”

Black’s central argument is that North Las Vegas has recovered from the Great Recession and should avoid losing focus as it grows.

“The challenge is really just to stay focused on our opportunity and not get distracted… it’s literally just to stay on course.”

He says an early priority as mayor would be communicating the city’s direction and maintaining an “open door” at City Hall.

Priorities he highlighted in the city’s five-year plan

  • Public safety
  • Smart governance
  • Sound fiscal budgeting
  • Parks and recreation amenities
  • Commercial development (restaurants, shops, and services)

Big projects he emphasized

1. North-side hospital campus (still being negotiated)

Black said the city is pursuing a freestanding hospital in the northern part of North Las Vegas as part of a broader health-and-wellness campus on a 135-acre site near the VA hospital along the 215/Pecos area.

“It’s still in the works.”

2. Apex Industrial Park and jobs

Black says he has taken a leading role in Apex infrastructure and planning and predicts thousands of jobs there in the coming decade. He cited an estimated average wage of about $32 an hour tied to Apex employment.

Public safety and behavioral health

Black said overdoses are part of what first responders are seeing and pointed to a crisis response team embedded with the fire department to connect people with behavioral health and addiction resources.

He also cited continued investments in police and fire staffing and facilities, including voter-backed funding measures in 2024.

Term limits

Responding to criticism that term limits could restrict how long he can serve as mayor, Black said he’s “ready to go on day one” and believes he can continue city momentum even within a four-year term.
