LAS VEGAS, Nev. (FOX5) – The Nevada Gaming Control Board has announced a proposed set of conditions in a settlement related to activities conducted by an alleged illegal bookmaker.

The NGCB is seeking MGM Resorts International to pay a $8.5 million dollar fine.

The details of the conditions to settle were submitted on Thursday with MGM Resorts International, MGM Grand, and The Cosmopolitan of Las Vegas.

“The complaint alleges unsuitable methods of operation arising from the activities of illegal bookmaker, Wayne Nix,” the board said.

The NGCB reported an investigation into the complaint discovered activity from another illegal bookmaker identified as Matthew Bowyer.

Bowyer was also mentioned in a Resorts World case where a fine of $10.5 million was proposed to be paid out.

According to the release, the complaint’s allegations focus on the casino giant’s employees in relation with Nix and Bowyer, and their failure to take action. It also highlighted insufficiencies within its anti-money laundering program.

The gaming commission will consider the conditions of the settlement with MGM during their monthly meeting set for April 24, 2025.
