LAS VEGAS (FOX5) — Sen. Jacky Rosen, D-Nevada, announced Tuesday she will file two amendments to the Republican reconciliation bill to redirect $1 billion allocated for a Trump ballroom to public safety programs.

The first amendment would redirect the $1 billion to fund two years of the COPS Hiring Program and two years of the Public Safety Officers’ Death Benefits Program. The second amendment would redirect the $1 billion to fund a full year of the Byrne Memorial Justice Assistance Grant Program.

Both amendments are set to be filed once the reconciliation bill passes out of committee.

First amendment details

The first amendment would appropriate $1 billion to the Attorney General for fiscal year 2026 to remain available until September 30, 2029, for the purposes of carrying out the Public Safety Officers’ Death Benefits Program and the COPS Hiring Program under the Omnibus Crime Control and Safe Streets Act of 1968.

The Public Safety Officers’ Death Benefits Program provides financial assistance to the families of law enforcement officers, firefighters and other first responders who die in the line of duty. The COPS Hiring Program helps state and local law enforcement agencies hire and retain officers.

Second amendment details

The second amendment would appropriate $1 billion to the Attorney General for fiscal year 2026 to remain available until September 30, 2029, for the purposes of carrying out the Edward Byrne Memorial Justice Assistance Grant Program.

The Byrne JAG Program is the leading source of federal justice funding to state and local jurisdictions, supporting a range of program areas including law enforcement, prosecution, courts, crime prevention, mental health and substance abuse treatment.

Both amendments strike section 5 of the reconciliation bill and replace it with the public safety funding provisions.
