Authorities allege Shirazi hit a state trooper with his vehicle, pinning the trooper against a fire engine as he tried to drive through the crash scene.
Troopers then opened fire on the SUV, striking a female passenger, police said. Police said the woman later died from her injuries. Shirazi also faces a murder charge in connection with her death.
Shirazi is due back in court on July 20.
