LAS VEGAS (FOX5) — The Nevada Gaming Control Board voted during a special meeting Thursday to recommend the approval of gaming licenses for multiple Primm properties.
This meeting came a month after the Primm family announced a new agreement with Terrible’s to help operate multiple hotel-resorts, casinos, and businesses near the state line.
During the meeting, board members expressed that the situation in Primm was of “grave concern” due to the amount of work that needed to get done in a short amount of time. They also expressed that Governor Lombardo and Clark County Commissioner Michael Naft called to ask the board for help.

Timothy Herbst, President and CEO of Terrible Herbst, appeared for the meeting alongside his attorney. He said that the company has onboarded 300 employees so far, but additional onboarding is expected over the next several days.
“We had handshakes, hugs. Kisses on the cheek and tears of joy…,” Herbst said. “It’s up to us to provide them with meaningful jobs. It all comes to Nevadans helping Nevadans.”
Referencing recent reports about employee terminations and loss of housing, Herbst shared that his goal was to keep workers employed and avoid further evictions.
“It’s the gateway to Las Vegas and the worst thing in the world would be for it be shut down,” Herbst said.
Currently, there are 3,500 employees currently working at Terrible’s, and Herbst highlighted lots of potential for upward mobility within the company for Primm workers coming in.
Terrible’s applied for non-restricted gaming licenses across three different LLCs, all owned by Herbst family trusts and operated under a master lease with Primm South Real Estate Company. Herbst said the LLCs will manage Buffalo Bills, Primm Valley, Whiskey Pete’s, respectively,
Herbst’s attorney added that Buffalo Bill’s will remain closed for now, but would be opened periodically for special events under the new license. He added that the main building at Whiskey Pete’s would also remain closed, but the nearby gas station and its 18 slot machines will remain open.
As part of the recommendation, board members approved several conditions, including that the approvals would expire at midnight of the June 2027 Nevada Gaming Commission meeting on the day the item is heard. The motion also required a fully executed master lease agreement be received and administratively approved by the Nevada Gaming Control Board chair or designee before gaming operations begin.
Additionally, Terrible’s will be required to file a key employee application within 60 days of issuing the gaming license, and undergo an inspection and approval of the surveillance system and/or mirrors by the board’s Enforcement Division within 60 days of issuance.
Board members urged that Terrible’s submit the agreement as soon as possible, so it could possibly be added to a special agenda.
