LAS VEGAS (FOX5) — Two new Nevada laws aimed at improving safety and focus in and around schools took effect Wednesday, ahead of the start of the new school year.
School zone penalties doubled
A bill passed during the last legislative session in Carson City doubles the penalties for traffic violations committed in school zones — similar to existing penalties in construction zones.
First-offense fines now range from $250 to $1,000. Second offenses carry fines between $1,000 and $1,500.
The doubled penalties apply to a range of violations, including making U-turns in school zones — something Clark County School District police officers have said many drivers do not know is illegal.
The new law also gives local jurisdictions more control over school zones, including the ability to extend the hours of operation for flashing crosswalk signals. Under previous state law, those flashers were only permitted to operate 30 minutes before and after school. That window can now be extended.

Student cell phone policies
Also taking effect July 1, each school district’s board of trustees is now required to adopt a policy governing student cell phone use in the classroom. Districts must also adopt penalties for students who violate those policies.
The requirement applies beginning Aug. 10, when school resumes.
Clark County School District already has rules in place, including the use of phone pouches for students in grades 6 through 12. Teachers who spoke with reporters about the pouch policy said it has had a positive effect on student focus in the classroom.
