LAS VEGAS (FOX5) — The man accused of shooting and killing a Good Samaritan attempting to stop him from stealing flowers told officers it was self-defense, according to an arrest report obtained by FOX5.
A Las Vegas man is facing an open murder charge after a dispute over stolen flowers escalated into a shooting that killed another man near a fire station on the west side of the valley Thursday afternoon.
Roger Harrison III was arrested July 30, 2026, following the death of Angel Robles, who was shot near the intersection of Jones Boulevard and Upland Boulevard around 4:50 p.m. Robles was pronounced dead at UMC Trauma at 5:20 p.m.
Harrison is facing an open murder charge related to the shooting, alongside robbery and firearm-related charges.

How the confrontation began
According to a Las Vegas Metropolitan Police Department arrest report, a flower vendor was selling bouquets near the northbound Interstate 11 off-ramp at Jones Boulevard when an unknown woman alerted her that someone had taken her flowers. The vendor confronted Harrison as he walked southbound on Jones with the bouquets.
During the confrontation, Harrison told the vendor he had a gun, grabbed at his waistband, pushed her away, and threw the flowers on the ground, according to the report. The vendor retrieved the flowers and walked back toward her selling location.
Surveillance footage from a nearby office building showed Robles, driving a gray 2018 Volkswagen Atlas, make a U-turn on Upland Boulevard and pull up next to Harrison, exchanging words with him. According to the report, Robles was then seen exiting his vehicle and spraying Harrison with bear mace before punching him multiple times.
Harrison then drew a handgun from his waistband and fired, according to the report and multiple witness accounts. Robles retreated to his vehicle and drove eastbound before crashing into a palm tree at the corner of Upland Boulevard and South Mallard Street.

Officers arrived and found Robles unresponsive and slumped in the driver’s seat of the crashed Volkswagen, the report stated. Officers attempted life-saving measures before Las Vegas Fire Rescue transported Robles to UMC Trauma, where he was pronounced dead.
The LVMPD air unit located Harrison near Harmony Street and Colleen Drive, where he surrendered to officers. A handgun was recovered from a holster inside his waistband. Harrison made spontaneous statements to officers that it was self-defense, according to the report.
Investigators also found a red hoodie, black shorts, and a backpack discarded on top of a parking awning at a nearby office building. The hoodie smelled strongly of pepper spray. Two wallets inside the backpack contained identification for Harrison.
Officers recovered one expended 9mm cartridge casing near the driveway near the scene. A can of bear spray was also found near the casing, according to the report.
The handgun recovered from Harrison was loaded with the same brand of ammunition as the recovered casing. The firearm showed a suspected malfunction, with two live rounds in the chamber.
After being advised of his Miranda rights, Harrison told detectives he took the flowers from a bucket near the off-ramp because they were uncovered and he assumed they were free. He said he told the vendor he had a firearm and threw the flowers down before walking away.
Harrison said Robles pulled up, accused him of stealing, then exited and sprayed him with a large canister. Harrison said he was bent over when he drew his gun and fired. He admitted to discarding his clothing on the awning and said he still had the firearm when police detained him.
Harrison faces charges of open murder, robbery, and carrying a concealed weapon without a permit. Investigators noted that the handgun was not visible to witnesses or on surveillance footage until Harrison drew it to fire.
An investigation into the shooting is ongoing. Harrison is due back in court on Tuesday, Aug. 4.
