Rules for e-devices on public property

Sgt. Richard Paul of the Henderson Police Department Traffic Section said an electric device exceeding 750 watts, traveling faster than 28 mph and operating without pedals is prohibited on all public roadways, sidewalks, trails, parks, paths and parking lots. The same restrictions apply to dirt bikes. Stunts and reckless behavior are also prohibited.

The department says legal e-bikes must have fully operable pedals, use pedal assist and be limited to 28 mph.

Henderson police said people under 18 must wear a helmet when operating a bicycle, e-bike or e-scooter. The Sgt. said many of those caught in the recent enforcement operation were not wearing helmets.

Fatalities and property damage cited

Sgt. Paul said the department recorded two fatalities involving electric mobility devices in 2024. Police also said e-devices caused damage to city parks and private property. That includes Legacy Golf Club, where kids on e-devices damaged fairways and greens.

“And we’re at the point now, during the summer, it’s like we’re taking a more aggressive approach on enforcement,” Sgt. Paul said.

“We recognize that between the ages of 10 and 15 are the children that are most operating these bikes,” he said.

“And our main objective with that is just to keep our roadway safe,” Sgt. Paul said. “In 2024, we had two fatalities involving these electric devices, mobility devices. And we understand that they’re a nuisance as well.”

How to recover a towed device

Henderson police said the department does not hold towed e-devices. Towing is handled through a towing company, and owners must retrieve their device from that company — the same process used when a vehicle is towed.
