LAS VEGAS (FOX5) — A Chinese woman is facing multiple felony charges related to an alleged marriage fraud scheme where she would marry multiple men to obtain money from them.
According to an arrest report obtained by FOX5, Jiaying Chen was taken into custody inside a southwest valley restaurant on Thursday, June 4.
Detectives say Chen’s name has been linked to multiple marriage fraud schemes in the past and multiple warrants have been issued for her arrest after she failed to appear in court.
Detectives note in the report that they were tipped off about Chen’s meeting at the restaurant, where she was allegedly planning to meet a man and discuss possibly getting married.
Once inside, detectives took her into custody on charges of bigamy, theft between $25,000 and $100,000, and forgery.
Arrest and counterfeit documents
Special agents with Homeland Security Investigations worked with LVMPD detectives to surveil the restaurant ahead of Chen’s meeting.
Once she entered the restaurant, police officers approached and arrested her.
According to the report, Chen verbally identified herself to officers but detectives seized her purse and searched it for identification documents.
One detective observed a U.S. passport with the name “Vicky Liang” on it but showed Chen’s photo. A Nevada driver’s license was also located with the same name and the same photo.
Detectives note in the report that both documents had inconsistencies in paper thickness and coloring in official symbols.
When doing records searches, detectives also noted that the DMV had no records for a Vicky Liang with the same date of birth or license number.

Multiple marriage applications
Detectives also entered Chen’s alias into the Clark County marriage license website and found eight license applications under the name.
A records administration manager at the marriage office confirmed to detectives that eight marriage applications were made under the name Vicky Liang and seven resulted in marriage certificates.
The counterfeit Nevada driver’s license was used on six of the applications, and the U.S. passport was used on two of them, according to the report.
The most recent license application is the database was submitted on April 23, 2025, and a marriage certificate was filed on May 5, 2025. The man involved told detectives he gave Chen an unknown amount of money, but then he found out she married multiple other people.
He filed an annulment with Clark County Family Court on July 22, 2025, which was entered Aug. 29, 2025.
Detectives also spoke with the man named on a marriage license certificate issued to Chen on April 23, 2026, who said he had known her for six months before they got married. He claimed to have given her $20,000 to help her half-sister, and confirmed that they are still married.
Police also investigated marriage licenses applications filed on April 27, May 4, May 10, and June 1, but have been unable to confirm if any paperwork had been filed to annul or dissolve the marriage.
One more man was interviewed in relation to a marriage license application filed on May 21, who told detectives he gave Chen $30,000 and will be remaining married to her.
Charges filed
According to detectives, Chen is currently married to six different individuals with the majority of the marriages occurring within the last three months.
Chen is facing five felony counts of bigamy, two counts of intent to utter a fictious bill/note/check. She previously faced charges of forgery and theft between $25,000 and $100,000, but those have since been dropped.
Court records show Chen is currently being held on a $100,000 bail in Clark County Detention Center. She is due back in court for a preliminary hearing on Monday, June 29.
