CARSON CITY, Nev. (FOX5) — The Nevada Department of Education is seeking public input on a draft five-year plan for improving student outcomes and strengthening alignment across the state’s education system.
The draft Statewide Plan for the Improvement of Pupils, known as STIP, was presented Wednesday to the Nevada State Board of Education. The public comment period is open through Oct. 21.
Educators, families, students, community members and other education partners are encouraged to review the draft and provide feedback. The draft STIP is available on the Nevada Department of Education’s website, and feedback can be submitted through an online survey.

Superintendent cites statewide feedback
Dr. Victor Wakefield, Superintendent of Public Instruction, said he traveled across Nevada during his first 100 days, visiting schools and meeting with students, educators, trustees and district leaders.
“I heard a consistent message: we need greater clarity about where we are headed and how we get there,” Wakefield said. “This plan responds to that call. It establishes a clear direction for what we want students to experience every day and a focused plan for how we will work together to deliver better outcomes. Now, we are asking Nevadans to help us make that plan stronger.”
Five strategic priorities
The draft STIP is organized around five strategic priorities shaped by input from Nevadans across the state and the expertise of school and district staff:
- Strong Foundations
- Empowering Pathways
- Equipped Educators and Leaders
- Informed and Connected Families
- Aligned Systems
Together, the priorities support a vision that every day, Nevada students are building knowledge of the world, engaging with grade-level content and instruction, solving complex problems, and making progress toward their postsecondary goals.
The STIP translates that direction into action by identifying the strategies the Department will pursue, the outcomes it expects to achieve, and the measures it will use to assess progress. It also holds the Department accountable for using the state’s resources, information, support and authority in a coordinated way to help schools and districts deliver for students.
Legal requirements
Nevada’s statewide education plan is required under NRS 385.930-934, which establishes goals, strategies and measures of progress for improving student outcomes.
Senate Bill 460 from the 2025 Legislative Session revised the development process, directing the Nevada Department of Education to prepare and annually review a five-year plan in consultation with the State Board of Education, school districts, and other education boards, commissions and councils.
Following the public comment period, the Department will review feedback and make appropriate revisions. The final STIP is expected to be presented to the State Board of Education and submitted to the Governor in November.
