LAS VEGAS, Nev. (FOX5) – 233 pages of internal emails and reports are shedding light on the firing of former Henderson police chief, Hollie Chadwick.

The documents show questions and concerns between Henderson City Manager Stephanie Garcia-Vause and Chadwick, which led to Chadwicks’s firing back in February.

The documents released by the City of Henderson this week range from Dec. 2024 to early Feb. 2025, ending just days before Chadwick was placed on leave February 13.

In a February email to Chadwick, Garcia-Vause said “I am asking for this information to gain a better understanding about the department, which will allow me to better support you.”

Some of the concerns Garcia-Vause raised was alleged favoritism within the department, specifically among those who retire.

One concern involved Deputy Chief Jonathan Boucher who allegedly asked officers to donate money for a gun, to gift to a retired lieutenant.

Garcia-Vause pointed out the that email was used by Boucher’s city email address. She also questioned whether the gun was purchased using the city’s discounted rate.

“Was this gun purchased using the City’s purchasing power?” Garcia-Vause asked in the email.

Chadwick had responded that Boucher confirmed the gun was not purchased using any city discounts.

In December, emails show Garcia-Vause questioned Chadwick’s decision to personally drive two officers who were in an officer-involved shooting to a nearby fire station to use the bathroom, and had them leave the scene.

Chadwick defended her actions and responded to the email saying, “I made the decision to have them get in my vehicle and I took them to the nearest fire station which was two blocks down the street. We were there approximately five minutes. Their body cams had been taken already,” she said.

Garcia-Vause also asked about a separate incident in October 2024 involving a detective who was found with cocaine in his desk drawer. The city manager would also ask if the detective was drug tested.

“No, the officer was not drug tested because he was not under the influence and there was no reason to test him. This was an unfortunate oversight from an officer who works long hours for our department,” Chadwick said.

There was another worry about security of the Henderson Detention Center after an inmate was able to get out.

“All gates were secured. He was able to slide thru the razor wire and slide down. As soon as he got to the ground by the maintenance area, the cameras spotted him and he was taken into custody,” Chadwick said.

One of the final concerns raised came just days before Chadwick was given the ultimatum to resign or be fired. Garcia-Vause questioned how the names of ICE detainees had been released to a media outlet by Henderson Police Department.

Garcia-Vause said it was a violation of law and called it “problematic.” She only found out about it two months after the public records request came in.

Documents also showed on February 13, Garcia-Vause received an email from a retired sergeant alleging Chadwick, and Deputy Chief Boucher were “turning a blind eye” during a DUI investigation involving officers.

As FOX5 first reported Thursday, Deputy Chief Boucher has recently been placed on leave, but sources say he already turned in his equipment.

Months after her departure from the City of Henderson, Chadwick had announced her run for mayor.

Last week, the City of Henderson also announced they hired LVMPD deputy chief Reggie Rader as the new Henderson Police Chief.

Reader’s first day will be July 7th.

The emails provided by Henderson reveal an orchestrated, planned, and timed destructive campaign against Chief Hollie Chadwick. Stephanie Garcia-Vause took over as City Manager January 21, 2025 and 14 days later on February 5th negative, accusatory and rude emails were sent to the Police Chief. Any reasonable person who reads these emails would be alarmed by the unprofessional and threatening tone and tenor of the communications.
